Challenges
The challenge that Labour & Employment Subsystem (EMAS) addresses in Azerbaijan is the need to modernize and improve the labor market. Prior to the implementation of EMAS, the labor market faced issues such as lack of transparency, inefficiencies in employment processes, and limited access to reliable job information.
To address these challenges, EMAS was implemented as a comprehensive digital solution. It aims to create a modern and transparent labor market that adheres to international standards and promotes fair competition, social protection, and labor rights. By providing online services to employers and job seekers EMAS improves access to job opportunities, simplifies labor processes, and enhances the efficiency and transparency of the labor market.
Through the implementation of EMAS, Azerbaijan aims to contribute to the achievement of SDGs, particularly SDG 8 (Decent Work and Economic Growth), SDG 10 (Reduced Inequalities), and SDG 16 (Peace, Justice, and Strong Institutions).
Towards a Solution
EMAS functions as a central hub that integrates the country's employment platform and registers of employed and unemployed persons into a single electronic platform. It offers innovative features such as comprehensive job searching, employee hiring, employment regulation tools, workforce management, and transparency/reporting. EMAS is designed to benefit employers, employees, job seekers, and the unemployed, providing them with an efficient and transparent unified platform to navigate the labor market.
EMAS serves as a unified labor relations platform for employers and employees, providing valuable support to all participants in the labor market. By enabling the transition from paper-based to electronic labor contracts and digital personnel records, EMAS eliminates the need for labor books, social insurance cards, and reduces the frequency of physical inspections.
The system maintains a dynamic database that reflects real-time information on unemployed individuals and job seekers. Through personal accounts, citizens gain direct access to an extensive job vacancy database, tailored to their labor skills. They can apply for suitable jobs electronically, eliminating the need to visit employment centers. EMAS also generates personalized Individual Employment Programs for unemployed individuals, utilizing an algorithm-based approach to match their professional qualifications with suitable job opportunities.
For individuals who have been hired or are in the hiring process, EMAS provides a personal account. This feature empowers employees to manage their labor contracts, access information about their labor activities, and review relevant orders and requests from their employers.
EMAS serves as a comprehensive labor relations platform, benefiting employers in multiple ways. The State Employment Agency plays a crucial role as the main coordinator and manager of the EMAS. It oversees the overall functioning and strategic direction of the system, ensuring its effective implementation. The agency works closely with employers, employees, job seekers, and the unemployed to address their needs and facilitate smooth operations within the labor market.
The DOST Digital Innovations Center is responsible for maintaining the IT infrastructure and technological aspects of the system. With a focus on digital innovation, they ensure that the platform is up-to-date, secure, and user-friendly. The center continuously improves the system's functionalities, introduces new features, and addresses any technical issues that may arise.
The State Labor Inspection Service plays a vital role in maintaining the content of the labor part of the system. The service conducts inspections, enforces compliance with labor laws, and addresses any issues related to labor relations.
By providing a comprehensive set of tools and features, EMAS stands out in terms of its ability to address the diverse needs of the labor market stakeholders.
In comparison to other digital government programs, EMAS stands out by specifically targeting the labor market and addressing the unique challenges and needs of parties. While there may be other digital platforms focused on government services, EMAS is designed specifically for the labor and employment sector, providing tailored features and functionalities to meet the demands of this particular domain.
Additionally, EMAS distinguishes itself through its comprehensive integration with systems of over 15 government institutions to ensure the availability of valid information directly from the initial source about our citizens. This enhancement enables us to provide timely and efficient services to our citizens, leveraging accurate and up-to-date data.
The number of users actively utilizing the EMAS platform, including employers, employees, job seekers, and the unemployed, serves as a key metric for measuring success. Stakeholder feedback and citizen satisfaction surveys conducted by the relevant Ministry’s subordinate bodies play a crucial role in evaluating the overall experience and effectiveness of EMAS in managing labor relations and improving access to employment opportunities.
