E-Government Elements


The ultimate goal of the government is to be able to offer an increased portfolio of public services to citizens in an efficient and cost-effective manner ensuring transparency. Government transparency is important because it allows the public to be informed about what the government is working on as well as the policies they are trying to implement. Both effective and transparent services can be given through e-government elements. The challenges in introducing e-government are-

  • Identification of primary sources of data
  • Evaluation of functionality and relevance of existing systems
  • Scrutinization of the effectiveness of newly developed services and systems
  • Providing suggestions for service and system organization
  • Providing suggestion to establish and maintain ES, IR and IS.

Towards a Solution

EGE (E-Government Elements) is an information system for registration, coordination, and evaluation of state information resources (IR) and systems. It helps in:

  • Determination of the primary source of information
  • Investigation of integration opportunities
  • Elimination of repetitiveness of data
  • Registration of system stoppages
  • Determination of digitization priorities
  • Measurement of the necessity to establish new information systems

Electronic service System is evaluated on the basis of information about collected data, technical capabilities, and perspectives. Evaluation results are assessed and a report is generated providing a suggestion about organizing and developing the system.

Information resources registration and evaluation module determine primary sources of information ensuring a single source of truth,  data accuracy and integrity which simplifies and automate the service process.

Analysis and Reporting module identifies problems and deficiencies. Then prepares a report and proposals for Carrying out analysis to give feedback on the emergence of new systems and services which determines simplification of cases and automation capabilities.

Registration module of system stoppage carries out cases of information systems and electronic services. Citizens' appeals on interruption cases and problems are collected to register system errors and malfunctions. After that, action of registration is undertaken.

EGE-NET module serves  as an information platform for citizens and training platform for government agencies on provision of electronic services. It provides innovation sharing opportunity.
